OPCW Fact-Finding Mission in Syria
“The OPCW Fact-Finding Mission in Syria determined, based on the information obtained and analyzed, that there are reasonable grounds to believe that the chlorine cylinder was used as a weapon in an alleged chemical attack in Kafr Zeita on 1 October 2016. The cylinder ruptured as a result of mechanical force and released a toxic irritant substance that affects the respiratory system and mucous membranes.”
